FREL / FRL
Forest reference (emission) levels and their methods.
FREL
A Forest Reference Emission Level (FREL) covers emissions only, usually from deforestation and degradation. A Forest Reference Level (FRL) also covers removals, such as enhancement of carbon stocks. Because Kenya includes enhancement of forest carbon stocks, it submitted a Forest Reference Level (FRL) rather than a FREL.
Kenya submitted the FRL voluntarily under UNFCCC decisions 1/CP.16 (paragraph 71 b) and 12/CP.17 (paragraphs 8 and 10), for technical assessment under decisions 13/CP.19 and 14/CP.19, following a stepwise approach that lets the level be improved as better data become available.
