Environmental & Social Safeguards

Risk management, participation, IPLC, gender, biodiversity and safeguard monitoring.

Community Participation and Consultation

  • Community Forest Associations (CFAs) co-manage public forests with KFS under the Forest Conservation and Management Act 2016; NACOFA represents them nationally.
  • Free, prior and informed consent (FPIC) is required before REDD+ activities or investments affect community land (safeguards 3e, 4b, 4c).
  • No more than two-thirds of the members of REDD+ decision-making public bodies may be of one gender (safeguard 2c).
  • The Second NDC commits to gender-responsive climate action and to meaningful participation of children and youth, including youth-led climate initiatives (priorities P22, P32–P35).
  • County governments mainstream climate change through County Climate Change Units and County Climate Change Action Plans (P26–P27).

Second NDC (2031–2035)

The Climate Change Directorate led the process with national and county governments, civil society, academia, the private sector, the labour movement, environmental justice and youth organisations. Consultations were individual and in groups, physical and virtual, with youth-specific meetings and a comprehensive gender analysis, combining top-down and bottom-up approaches.

National REDD+ Strategy (2021)

Developed through a multi-stakeholder process with national and county institutions, communities and the private sector, covering private sector participation, engagement with indigenous peoples, local communities and youth, and nesting and sub-national arrangements.
