MRV Framework

The MRV system: measurement, reporting, verification and methods.

Reporting

The national GHG inventory follows a repeating cycle. Sector working groups, which include data providers and compilers, collect data for the whole time series; the coordinating unit compiles the inventory; experts check it; and it goes through stakeholder and political approval before submission to the UNFCCC.

The inventory cycle (NID Figure 1-2)
  1. 1Plan

Kick-off with sector experts, data providers and compilers; choose methods and identify available data; invite collaborators

  2. 2Collect

Collect and check activity data and emission factors; organise them by category

  3. 3Estimate

Prepare and check initial estimates; draft and check the key category analysis

  4. 4Write

Prepare and check the draft report; quality assurance of the draft

  5. 5Improve

Address errors and comments from review

  6. 6Finalize

Finalise the inventory, key category analysis and archives; submit to the UNFCCC; prepare the improvement plan. The cycle begins again.

Archiving: information behind the first and second National Communications was not archived, so the third inventory rebuilt the full time series. A documentation and archiving unit is part of the new arrangements.
