Monitoring Framework

Planned improvements (stepwise approach)

  • National Forest Inventory with permanent sample plots, replacing the 121 pilot plots and IPCC default growth rates.
  • More sub-strata: montane, bamboo and western rain forests separately; mangroves separate from coastal forests.
  • Better land cover mapping, to allow 1–2-year monitoring for Biennial Update Reports, and separate mapping of settlements and other land.
  • More carbon pools: dead wood, litter, soil organic carbon and harvested wood products.
  • Non-CO₂ gases (CH₄ and N₂O), for example from fires and mangroves.
  • Tracking lands converted to forest, so that young forest is not counted again as deforestation in later change maps.
